Muties (series began 2002) issue #3 comics in fair condition. Published by marvel.

Fair - a copy in this grade has all pages and most of the covers, centerfold may be missing, if it does not affect the story, but price should be reduced; a book in this condition is soiled, ragged and unattractive. Creases and folds are prevalent and paper quality may be moderately low. Spine may be split up to 2/3 its entire length. Staples may be gone, and/or cover split up to 2/3 its length. Corners are commonly slightly rounded. If coupons are cut from front cover and/or back cover and/or interior pages the book will fall into this grade. Up to 1/4 of front cover may be missing. These books are mostly readable although soiling, staining, tears, markings or chunks missing my interfere with reading the complete story. Very often paper quality is low and may have slight brittleness around the edges but not in the central portion of the pages.

In Uganda, 13-year-old Riek Bukenya tries his hardest to learn in a one-room schoolhouse with holes still in the walls from past conflicts. But when heavily armed rebels enter and shoot down his teacher, Bukenya's studies must take a backseat to armed conscription. A forced march of the schoolchildren leads to hardened hearts and swift death for some. But for Riek, it also awakens his mutant ability to make time stop for those around him. Before he can master his power, however, he's taken to the rebel encampment and forced to learn how to use an automatic rifle. From then on, his days are filled with humiliation and hardship in service of the rebel cause.

Later, in a firefight with the Ugandan People's Defense Forces, he and the other conscripted rebel soldiers are pinned down. A hail of bullets meant for him are

stopped in mid-air and while the enemy stands frozen, Riek is free to move about, shooting each one in turn. To his compatriots, he is a hero. But in his heart, he feels he's becoming a monster. But when the rebel leader begins to take the young girls of his village for his pleasure, Riek fights back and must run. In the city, he tells his troubles to a social worker but it only leads to government troop seeking him out to execute him for helping the rebels. Knowing what he must do, Riek steals a car and returns to the rebel camp. He uses his power to freeze each of the soldiers in their tracks and one by one, he gains vengeance on them. But Riek's heart stops with the last of the rebels he kills. "Arrested Development" is written by Karl Bollers and drawn by Dean Haspiel.
