Once an order has been placed, it can't be cancelled. However, you can mark both the Paid and Shipped status as "Cancelled'. To do so, from the Members Area > Selling > Sold Orders section, next to the order in question click on the Mark as Paid or Update Paid Status button and set both the Paid and Shipped status to "Cancelled".
How after cancelling and requesting fee refund do you specifically report the fact that a buyer never paid and never responded to messages requesting payment? Is there a specific way to report non-paying purchases / accounts?
Yes - that's what our feedback system is for with regards to buyers. If a buyer does not pay for an auction item, or respond to any messages - please leave appropriate feedback.
