More then one shipping cost? Can it be done.

1st off I'm Canada. Currently I have my books listed as a fixed price for shipping. This is due to some limitation Canadians have for shipping options on the platform. I've come to realize that I should be offering a cheaper shipping option for cheaper books. My fixed price shipping has tracking. I'm looking to offer a Letter mail with no tracking. This would reduce the shipping cost by 3/4. So say I want to offer the Lettermail on all my books under $25.00. Can this be done? Books over $25 would only have the tracked option with the fixed price.
