Once there, Norrin discovers that former love Shalla Bal is the newly minted ruler, and has restored the planet to its former glory! But is the romantic reunion too good to be true? Shalla Bal’s priorities have shifted, and Silver Surfer is a shadow of his former self.
After Silver Surfer escaped from Earth, he returns to his home world Zenn-La. He returns to Shalla-Bal. She is now the Empress of Zenn-La when she helped rebuild their world with the Power Cosmic bestowed to her by the Surfer when Mephisto tormented him on Earth with her prescence.
While she has important business, Surfer returns to where he lived as a child a recreates his home. The Empress meets with Ptakr, Emissary of the Skrull Empire. He asks her to ally with the Skrulls but she declines and reminds them she has the protection of the Silver Surfer. War is coming from the Kree if they are to find out the Skrulls have lost their shape-shifting abilities, and Ptakr cannot allow this. He sends his men to kill the Surfer.
They try to blast him but it is pointless. He brings them back to the Empress. Surfer tells them he will defend Zenn-La and if any Kree come there he will tell them the same.
Surfer is glad to be home with the woman he though of and kept him going for years in isolation. He asks her to marry him but she declines, stating that Zenn-La needs her and that the Surfer using his power to help rebuild the planet will take away anything their people can strive for.
Surfer then pledges to help Zenn-La against any threats and fles off into the only home he can remember.........space.
